It Works Because:

Self-insured groups are run as non-profit, unincorporated associations. Any excess surplus may be returned to the participating members in the form of dividends, rate reductions, payment holidays, or beneficial additional services.
The members own the group and it is controlled by a board of trustees or directors, which is made up primarily of the founding members. Committees are also part of board functions focusing on claims, safety, investment strategy and so on.
